Senator Barrett moved to amend the amendment on page 8, section 5a, line 52, by striking out all of subsection (c) and inserting a new subsection (c) to read as follows:

“(c) Calculation of market pay enhancement.  — The higher of the multipliers as determined by subsection (b) of this section shall be multiplied by the statewide average state-funded state police base salary in this state.  State Police in any county where the calculation as set forth in this section yields a positive result shall receive that amount as a market pay enhancement annually, effective starting July 1, 2027: Provided, That this amount shall not exceed 5 percent of the market pay percentage of a contiguous county within the state of West Virginia:  Provided, however, That in no instance may the market pay enhancement of any county exceed 20 percent of the statewide average state-funded salary of a member of the state police base salary in this state.”  

On page 9, section 5a, line 72, by striking out subsection (h) and inserting in lieu thereof a new subsection (h) to read as follows:

“(h) Additional enhancements. Nothing in this section prevents the superintendent from providing, in a uniform manner, market pay enhancements greater than those required by this section. Market pay enhancements are county-specific.  Once a member of the state police receives a market pay enhancement, the market pay enhancement may not be reduced unless the member of the state police transfers to another county, at which time he or she is subject to the pay tables of the county to which the member of the state police transfers, inclusive of market pay.”  

On page 31, section 2d, line 60, by striking out all of subsection (c) and inserting a new subsection (c) to read as follows:

“(c) Calculation of market pay enhancement.  — The higher of the multipliers as determined by subsection (b) of this section shall be multiplied by the statewide average state-funded professional person’s basic salary or the statewide average state-funded school personnel basic salary, whichever is appropriate.  Professional persons or school service personnel in any county where the calculation as set forth in this section yields a positive result shall receive that amount as a market pay enhancement annually, effective starting July 1, 2027: Provided, That this amount shall not exceed 5 percent of the market pay percentage of a contiguous county within the state of West Virginia:  Provided, however, That in no instance may the market pay enhancement of any county exceed 20 percent of the statewide average state-funded basic salary of a professional persons or the statewide average state-funded school personnel basic salary, whichever is appropriate: Provided further, That effective July 1, 2027, professional persons or school personnel in any county in which the calculation as set forth in this section results in no market pay enhancement shall receive a one percent market pay enhancement.”

One page 32, section 2d, line 85, by striking out subsection (h) and inserting in lieu thereof a new subsection (h) to read as follows:

“(h) Additional enhancements. Nothing in this section prevents a county board from providing, in a uniform manner, market pay enhancements greater than those required by this section. Market pay enhancements are county-specific. Once a professional person or school service personnel receives a market pay enhancement, the market pay enhancement may not be reduced unless the professional person or school service personnel  transfers to another county, at which time he or she would be subject to the pay tables of the county to which the professional person or school service personnel transfers, inclusive of market pay.”
